My Lord,
I have the honour to refer to previous
correspondence on the subject of the financing of
certain works from loan accounts, and in particular
to Mr. Southorn's confidential despatch of 13th June,
1928.

Up to the present the salaries of Govern-
ment officers employed on those works have been paid
from the Personal Emoluments sub-head of the Head "Public
Works Department", but I consider that, in the case of
those officers whose services are entirely devoted to
loan works, this is a fair charge on Loan Funds and have accordingly, with the concurrence of the Treasurer and the Deputy Treasurer, in anticipation of Your Lordship's approval removed certain posts and their corresponding Conveyance Allowances from their respective Heads in the
Draft Estimates for 1931, and have entered the expenditure
as a charge upon Loan Funds.

I attach a schedule showing particulars
of the posts concerned.

I may add that in addition to works
specified in the schedule to the 1927 Public Works
